Accelerate the progress of the high-tech solid waste treatment plant that generates electricity in Bac Ninh
As part of the investment promotion activities between the Governments of Vietnam and Japan, the project to invest in the construction of a high-tech solid waste treatment and power generation plant in Cuu Yen hamlet, Ngu Thai commune, Thuan Thanh district, Bac Ninh province with a daily waste treatment capacity of 500 tons of household waste and a power generation efficiency of 11.6 MW is being actively implemented to put the plant into operation soon. The project uses Japanese technology (incinerating waste to recover heat for electricity production).
The solid waste treatment and power generation plant project has been approved by the Prime Minister to be added to the National Power Plan, and the electricity produced will be supplied to Vietnam Electricity (EVN). The total investment capital is around USD 58 million, of which the Japan Ministry of Environment sponsors JPY 20 billion (equivalent to USD 18 million); the International Finance Corporation (IFC - a member of the World Bank) cooperates to finance a loan of USD 30 million. The remaining USD 10 million is the counter capital of the investor.
The waste-to-energy plant is built on an area of 4.8 hectares, and when in operation, the demand is about 15 hectares. The investor, T&J Green Energy Company Limited, based in Thuan Thanh district, Bac Ninh province, has been approved by the Provincial People's Committee for investment decision No. 527/QD-UBND dated November 12, 2020; The Department of Planning and Investment has issued Investment Registration Certificate No. 1047645945 for the first time on November 18, 2020, and the first adjustment on December 3, 2021. In addition, the project has been allocated land by the Provincial People's Committee to the company to implement the project according to decision No. 243/QD-UBND dated July 30, 2021. The Provincial Department of Natural Resources and Environment has approved the environmental impact assessment report according to decision No. 334/QD-STNMT dated June 1, 2021, issuing land use right certificate No. CY925679, entry number CT42062; The Firefighting and Prevention Department and the Environment and Natural Resources Police - Bac Ninh Provincial Police have issued a certificate of approval of the fire protection design in document No. 177/TD-PCCC dated April 20, 2022, and the People's Committee of Thuan Thanh district has approved the 1/500 detailed planning at decision No. 985/QD-UBND dated June 8, 2022.
From the beginning of the year until August 2022, 48% of the project has been completed, of which the construction investment items for the standard ground preparation have been completed. At the same time, the EPC contractor has completed 48% of the total contract volume for design, procurement, and construction of the project as planned by the end of August 2022, including: the design work of the EPC contract is currently underway for the fabrication design of equipment at 99%; the procurement work of the EPC contract has completed 53% of the volume; the construction work of the EPC contract has completed the testing of piles, auxiliary construction items, and material, machinery, and equipment mobilization to the site. The total disbursement value of the contract is 307,475,194,360 VND, equivalent to 24.05%.
Despite being affected by the pandemic, many foreign experts and engineers cannot enter the country to work on the project. However, the construction unit has overcome difficulties and accelerated the construction progress of the project. At the same time, the investor and the construction unit are required to focus on mobilizing machinery, equipment, and labor to accelerate the construction progress of the project's construction items, speed up the construction progress of the plant, and urgently implement the remaining items to complete the project soon and put the plant into operation as committed.
This project is of great concern to the Government and agencies, and localities of both countries. In terms of social significance, it is a key project in the environmental sector of Bac Ninh province, applying modern and advanced technology in the world. The project is a very suitable model for waste treatment conditions and technologies in Vietnam, and a precedent for replication in other provinces and cities. When the project is put into operation, it will contribute significantly to the environmental protection work of Bac Ninh province and the surrounding area.
