Ho Chi Minh City Invests in 7 New Urban Wastewater Treatment Plants

Ho Chi Minh City (HCMC) plans to mobilize investment resources to construct and upgrade the capacity of 7 urban domestic wastewater treatment plants, ensuring a processing capacity of 3.076 million cubic meters per day by 2030.

Processing Capacity Meets 40.8% of Demand

The HCMC Department of Construction has recently sent a document to the People's Committee of HCMC regarding the investment in urban wastewater treatment plants within the city.

According to the Department of Construction, HCMC currently has 3 plants and 4 wastewater treatment stations with a total designed processing capacity of 644,200 cubic meters per day, achieving a processing capacity of approximately 40.8% based on demand. The 3 plants include the Binh Hung Wastewater Treatment Plant with a processing capacity of 469,000 cubic meters per day, Binh Hung Hoa Wastewater Treatment Plant with a processing capacity of 30,000 cubic meters per day, and the Tham Luong - Ben Cat Wastewater Treatment Plant Phase 1 with a processing capacity of 131,000 cubic meters per day.

The 4 wastewater treatment stations consist of decentralized residential area treatment stations, including the Tan Quy Dong Wastewater Treatment Station (District 7) with a capacity of 500 cubic meters per day, Vinh Loc B Resettlement Area Wastewater Treatment Station (Binh Chanh District) with a processing capacity of 3,700 cubic meters per day, Resettlement Area 17.3 hectares Wastewater Treatment Station in Binh Khanh Ward (Thu Duc City) with a processing capacity of 3,000 cubic meters per day, and Resettlement Area 38.4 hectares Wastewater Treatment Station in Binh Khanh Ward (Thu Duc City) with a processing capacity of 7,000 cubic meters per day.

In addition, HCMC is constructing the Nhiêu Lộc - Thị Nghè Wastewater Treatment Plant with a capacity of 480,000 cubic meters per day, expected to be completed by 2025, increasing the processing capacity to about 71.3% according to demand.

Preparing Land Fund to Attract Investment

The Department of Construction reported that recently, HCMC has called for investment in planned urban wastewater treatment plants. Presently, several investors have shown interest and have been assigned to propose projects. However, these projects have yet to be implemented, with the most significant challenge being the lack of land for constructing the treatment plants.

As of now, except for the Binh Tan watershed wastewater treatment plant, which has available land for implementation, the remaining wastewater treatment plants do not have land. Land must be reclaimed according to regulations when constructing these plants.

To mobilize funds from domestic and foreign organizations and individuals for investment in constructing wastewater treatment plants through various forms, the Department of Construction suggests that the People's Committee of HCMC issue a document requesting the Ministry of Planning and Investment to supplement the mid-term public investment plan for the 7 planned centralized wastewater treatment plants.

Moreover, the Department of Construction recommends that the People's Committee of HCMC direct the Project Management Board for Urban Infrastructure Construction to develop a detailed plan to complete the Nhiêu Lộc - Thị Nghè Wastewater Treatment Plant in 2025.
