Affirming the position of the chemical industry sector
The chemical industry is a diverse industry with a wide range of products serving all sectors related to technical and economic activities such as fertilizer production, nitrogen compounds, plastics, synthetic rubber, detergents, paints, pesticides, etc. while also providing a large amount of employment. According to the Industrial and Commercial Information Center (VITIC), there are over 1,810 chemical production companies in the 6 economic regions across the country, including 894 fertilizer production companies (accounting for 49%), 106 plant protection chemical production companies (accounting for 16%), 68 basic chemical production companies (accounting for about 4%), 14 petroleum product production companies (accounting for 1%)... The chemical industry sector currently provides employment for 2.7 million workers, including 725,000 workers directly involved in the production of chemicals and chemical products.
Statistics from the General Statistics Office show that the chemical industry sector is still maintaining good growth through bright spots in both production and consumption. In the first 6 months of 2022, the industrial production index of the chemical and chemical product manufacturing industry increased by 3.5% compared to the same period last year, and in June 2022 alone, it increased by 7.4% compared to the average month of the base year 2015. In particular, the production of cosmetics, soaps, detergents, polishing and hygiene products increased the most by 7.7% compared to the first 6 months of 2021, and in June 2022, it increased by 20.7% compared to the average month of the base year 2015. Next is the production of plastics and synthetic rubber in primitive forms, which increased by 3.8% compared to the first 6 months of 2021, and in June 2022, it increased by 60.6% compared to the average month of the base year 2015.
The development of the chemical industry as one of the foundational industries
The importance and role of the chemical industry in other industries and the economy have been given much attention and development guidance by the state in different phases. Recently, the Prime Minister issued Decision No. 726/QD-TTg on June 16, 2022, approving the Development Strategy of the Vietnamese Chemical Industry until 2030 with a vision to 2040. Accordingly, the government's directive is to build the chemical industry as one of the foundational industries, contributing significantly to the industrialization and modernization of the country, ensuring national defense and security. Restructuring aims to increase the added value of products to enhance productivity, quality, efficiency, and competitiveness of the industry, better meeting domestic demands and promoting product exports; exploiting international advantages and opportunities, actively participating in the value chain of Vietnam's and the world's chemical industry. Developing the chemical industry based on efficiently mobilizing resources from all economic components, encouraging the development of private economic zones to promote internal strengths. The development of the chemical industry should be harmonized between the width and depth of the industry, fast and sustainable. The orientation and solutions for the development of the chemical industry must be implemented thoroughly and resolutely with the participation of the entire political system, central and local authorities, and enterprises belonging to different economic components, attached to strategic priorities.
To achieve the set goals, the chemical industry of Vietnam needs to implement breakthrough solutions, including: forming concentrated chemical industrial parks and logistics centers; innovating the management system for investment activities in the chemical industry. In addition, there are some general solutions for the entire industry, with a focus on renewing policy mechanisms, promoting administrative procedure reform to meet development requirements. Improving investment efficiency and business production at enterprises through priority policies and measures, enhancing international cooperation, accelerating the process of equitization and restructuring. Strengthening cooperation and diversifying production linkages, enhancing the linkage between localities in the economic region, implementing large-scale chemical industry development projects, with an emphasis on environmental solutions. Developing science and technology and human resources, especially high-quality human resources, are also key solutions in the context of Vietnam's industrialization, modernization and building of a digital government and digital economy. Along with that are specific solutions for each sector, including: basic chemicals, petroleum chemicals, rubber products, pharmaceuticals, fertilizers, paints and inks, detergents, industrial gases, and chemical power.
