Infrastructure Project for Wastewater Treatment Adjusts Capital Increase from 300 Billion to 1 Trillion VND
At the specialized session held on the morning of September 22, the People's Council of Quang Ngai Province approved a resolution to adjust the investment orientation for the Systematic Project of Collecting and Treating Rainwater and Wastewater in Quang Ngai City, in the downstream of the Tra Khuc River.
The project, previously named the Project for Centralized Collection and Treatment of Wastewater in Quang Ngai City's drainage basin into the Tra Khuc River, was decided by the Provincial People's Council for investment orientation in 2019 with a total investment of about 300 billion VND.
During the feasibility study report, the investor realized that the approved scale and total investment only ensured the partial collection and treatment of wastewater in the southern outlets flowing into the Tra Khuc River, without ensuring thorough treatment of wastewater in Quang Ngai City.
To ensure consistency, scope, and scale of the project for the entire city, the Project Management Board coordinated with the City People's Committee to propose, advise the Provincial People's Committee to include the investment scope of the Project for the Systematic Collection and Treatment of Wastewater in Quang Ngai City (drainage basin into the Tra Khuc River) in the proposal for the Development of Infrastructure Adaptation for Quang Ngai City, Quang Ngai Province, funded by the World Bank. The Provincial People's Committee has submitted it to the Ministry of Planning and Investment for appraisal.
However, the feasibility of obtaining investment capital for this project is currently low, and the ODA investment project procedures take a long time. Meanwhile, the issues of rainwater drainage and wastewater treatment in Quang Ngai City are urgent and critical. Without timely solutions, the risk of flooding and environmental pollution may affect the health, life, and activities of the people and the sustainable development of the city.
According to calculations, after adjustment, the project's total investment is 1 trillion VND, funded from the provincial budget, and the implementation period is from 2024 to 2027. The investment scale includes the renovation of the sluices of Bau Ca and Nghia Chanh reservoirs, dredging existing channels and sewers from Bau Ca and Nghia Chanh reservoirs to the Tra Khuc River, and investing in upgrading some drainage lines in Quang Ngai City flowing into the Tra Khuc River, as well as new investments in the Nghia Chanh pumping station.
During this session, the People's Council of Quang Ngai Province also reviewed and decided on more than 20 matters related to economic and social development, such as adjusting land price adjustment factors to determine starting prices for land use rights auction and land lease for some locations in the province; investment orientation for the construction of resettlement infrastructure and cemetery relocation to serve projects in the VSIP II Industrial Park; investment orientation for upgrading and expanding the transportation infrastructure system in the Dung Quat Economic Zone; and adjusting and allocating the capital investment plan for public investment in 2023.
